Pour the simmer sauce into a deep sauté pan and bring to a simmer, stirring occasionally to avoid sticking. Add a pinch of cayenne, if you want more heat.
Meanwhile, cut the chicken into bite-size pieces. Add the chicken to the pot and simmer until nearly firm to the touch and no longer pink, about 5 minutes. Add the frozen peas and continue to cook until bright green, 2 minutes longer.
Meanwhile, in a separate sauté pan over medium-high heat, warm 1 tablespoon vegetable oil. Add the cauliflower rice and stir until just tender and warmed through, 3 to 4 minutes. Pick a couple of handfuls of cilantro leaves, toss the stems, and chop the leaves.
Heap the cauliflower rice into bowls and spoon the chicken tikka masala over. Sprinkle with the cilantro and serve warm.
